October 2, 2026

The meeting of the Naco Sanitary District was called to order at 5:03 PM. On roll call, Jesus Guerrero, Stephen Dey, Luis Silva, Victor Silva, and Charles Behney were present.

The board reviewed the minutes from the September 4, 2026 meeting. No additions or corrections were noted. A motion was made by Mr. Behney to approve the August 7, 2026 minutes as written, which was seconded by Mr. Luis Silva. The motion passed unanimously.

Mr. Behney spoke about the failure to test monitor well #1 which had ceased pumping. This was discovered on 9/17/26 during water testing with CAS LLC. The next day, Tanner Well Services determined that the pump was no longer operating. On Monday Tanner Well Services replaced the pump which was still on warranty. The cost of the replacement was $754.00. Silvic Electric installed an electrical whip at the well casing. CAS returned but was still unable to pump water for the testing. Silvic Electric stated that the conduit may need to be excavated if they can’t pull new wires through the existing conduit.

Mr. Behney talked with USDA’s Michael Dean regarding our SEARCH grant application. Mr. Dean said that the SEARCH grant may not have funds until spring, while the Preliminary Planning Grant (PPG) for $60,000 may be available sooner. Mr. Dean will determine the feasibility of providing the PPG to NSD, which will not require matching funds.

NSD has $10,000 in one reserve account and $26,000 in another reserve account, with approximately $10,000 in the National Bank for operations and maintenance.

Next, the public addressed the board. Kimberly Welz complained about the Site Manager not being a hydrologist and having a conflict of interest with the board. Ms. Lori Anderson commented on taxes being raised. Ms. Keri Ann Blankenship stated that her taxes were too high. Mr. David Loyd stated that the NSD Bylaws were not followed during the September 4, 2026 meeting.

A motion was made by Mr. Behney to adjourn the meeting, which was seconded by Mr. Luis Silva. The motion passed unanimously. The meeting was adjourned at 5:29PM.
