The meeting was called to order at 6:02 PM. Present: Charles Behney, Stephen Dey, Andrew A. Foster, Robert Orlowsky, excused.

OLD BUSINESS

Mr. Dey reported on the status of the WWTP lagoons and current mitigation efforts. Mr. Jesus Haro, Public Works Director for the City of Bisbee will supply a backhoe and crew, as part of the Inter-Governmental Agreement between NSD and the City of Bisbee. Stormwater inflows into Naco manhole covers is an issue that will be addressed in the near future, after successful mitigation efforts.
Mr. Dey made a motion to approve the last meeting minutes, which was seconded by Mr. Behney. The motion passed unanimously.

NEW BUSINESS

Mr. Dey reported that NSD Site Operator, Mr. Ron Jacobsen indicated that the old flowmeter was no longer operational, and was no longer tracking the flows accurately. Mr. Jacobsen recommends a new flowmeter.

Mr. Dey requests that any new flowmeter system be capable of upgrades and any additions needed for the WWTP. Mr. Behney suggested use of the reserve fund, and Mr. Dey agreed to explore this option with the County Treasurer, as part of the plant infrastructure.

Mr. Behney made a motion to upgrade to a new and modern flowmeter, and any and all necessary improvements according to Mr. Jacobsen’s recommendations, not to exceed $7500. Any expenditure over $7500 will be revisited by the board. Mr. Dey seconded the motion, which then passed unanimously.

Mr. Behney spoke about the Bisbee/NSD IGA and the agreement to have a backhoe crew.

Mr. Behney reported on his expenses and reimbursement, including payment to Kelsey Collins for $180 during two days at the WWTP.

Mr. Dey made a motion to paid the bills in the amounts owed and presented. Mr. Behney seconded the motion. The motion carried unanimously.

Mr. Behney reported about the current cattail abatement. Mr. Dey recommended putting Kelsey on staff as a temporary employee.

Mr. Dey made a motion to adjourn the meeting at 6:13 PM. The meeting adjourned.

ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALITY TERMINATION OF CONSENT ORDER

TO:
Naco Sanitary District

The Arizona Department of Environmental Quality is hereby terminating Consent Order, Docket No. APP-02-20, issued on July 17, 2020. The Order is being terminated for the following reason(s):

1. On July 19, 2020, documentation of funding sources and contractors to be used to comply with this Order was received by ADEQ.

2. On July 6, 2021 a Standard Operating Procedure (SOP) detailing a maintenance plan including preventative measures to ensure that vegetation is removed from the ponds, pond banks, and pond banks was received by ADEQ.

3. On July 10, 2021, documentation and photographic evidence that the remains of the heavy liner have been removed from the second and third ponds was received by ADEQ.

4. On August 10, 2021 documentation that the fence was repaired was received by ADEQ.

5. On December 12, 2021, documentation that all vegetation (salt cedars, reeds, bottlebrush, mesquites, cattails, and cactus) had been removed from the banks and inside of all four ponds, perimeter, and maintenance road was received by ADEQ.

6. On December 12, 2021, an evaluation and documentation of the integrity of the banks of the ponds and a plan to return the ponds to the permitted conditions within three-hundred sixty-five (365) calendar days of this Order’s effective date was received by ADEQ.

The meeting was called to order at 6:00 PM. Present: Charles Behney, Stephen Dey, Andrew A. Foster, Robert Orlowsky, excused.

OLD BUSNESS

NSD Chair Stephen Dey reported on continuing efforts to remediate the WWTP vegetation and other issues of non-compliance. NSD hired a crew from Verhelst House which has been cutting down trees and weeds, the lagoons are all flowing well after the Vac-Truck maintenance with the City of Bisbee and City of Douglas site operators.

NEW BUSINESS

Mr. Dey spoke about the ongoing efforts to hire a site operator including email solicitations, phone calls and advertisements. After meeting with Ronald L. Jacobsen, a Grade 4 site operator in charge of the San Jose WWTP, Mr. Jacobsen accepted the offer to become NSD site operator, for a salary of $2000 a month.

Mr. Jacobsen has forty years of experience. He has the expertise to return NSD’s WWTP to compliance with ADEQ.

Mr. Behney made a motion to hire Mr. Jacobsen for $2000 a month, effective on August 1st. NSD’s attorney should assist in drafting a contract. Mr. Foster seconded the motion.

The motion was passed unanimously.

Mr. Dey made a motion to adjourn, which Mr. Behney seconded. The motion passed unanimously. The meeting adjourned at 6:04 PM.

The meeting was called to order at 6:00 PM. Present: Charles Behney, Stephen Dey, Andrew A. Foster. Robert Orlowsky was excused.

OLD BUSINESS

NSD Chair Stephen Dey reported on continuing efforts to remediate the WWTP vegetation and other issues of non-compliance. A crew from Verhelst House is scheduled for maintenance. An aquatic weed cutter is expected soon. Other cattail and pond equipment is on back order, to arrive in mid August. NSD will then complete the removal of cattails and aquatic weeds.

There are multiple issues with our current flow meter: out of warranty, paper jams, and a lack of sources for paper and ink. Research and quotes on new flow meters are being received. NSD qualifies for WIFA loans to purchase this.

The biggest concern with our non-compliance with ADEQ is the lack of a qualified and certified site operator. Mr. Dey will meet with Grade 4 Site Operator Ron Jacobsen on Monday to possibly hire him immediately. Mr. Dey will be the NSD site representative until a site operator is hired and the maintenance is established.

NEW BUSINESS

The NSD directors discussed and approved the minutes for July 1st and July 14, 2021 with unanimous consent.

Mr. Dey reported that this year’s FY2021-2022 budget total was $95,795, more than last year’s budget. $15,000 was transferred from last year’s reserve account for this purpose. NSD has additional funding without raising rates.

Mr. Dey made a motion to approve the FY2021-2022 budget which was seconded by Mr. Foster. The motion was approved unanimously.

There were no comments from the public. Mr. Dey suggested putting NSD directors comments on the agenda for the next meeting.

Mr. Dey made a motion to adjourn, which Mr. Behney seconded. The motion passed unanimously. The meeting adjourned at 6:07 PM.
